Europe’s reading of the current crisis as a challenge to ‘their way of life’ has resulted in a unified show of strength and response in condemning Russia and extending support to Ukraine and Ukrainians. Ukrainian women and children fleeing the war and seeking refuge in neighbouring CEE countries where were warmly welcomed and European citizens extended support unhesitatingly. Many countries recalibrated their policies to help Ukraine mount and sustain an offensive against Russia. The crisis had an impact on how EU and Europe perceived their security. Severe sanctions were slapped to strike Russia’s ability to sustain its’ offensive. But it also exposed EU and Europe’s vulnerability vis-à-vis their dependence on Russian oil and gas. The looming energy crisis would also impact Europe’ climate commitments. \n  \nApart from the challenges that the immediate crisis posed\, Europe and the European Union was also dealing with the impact of the rise of an assertive China on the established rules-based international order. This is reflected in EU and its member states growing interest in the Indo-Pacific and the EU articulating its own position on the region and its connectivity strategy countering China’s BRI. \n  \nIt is in this backdrop of such developments that the Centre for European Studies is holding two-day international conference on the Nordic. The Centre has been regularly looking at this region known for welfare model\, providing quality education and healthcare\, advanced technology\, gender parity\, social trust\, and happiness. However\, the Nordic have over the last few years not been immune to the rise of rightwing populism in Europe. Immigration\, integration\, refugees are as much an agenda in the Nordic as in other European countries. For instance\, Sweden which was the first country in the world to adopt a feminist foreign policy in 2014 has given up on it post 2022 elections. Following the 2022 elections Sweden Democrats emerged as an important player and though not in government will play a deciding role in policies in the coming years. Sweden and Finland’s debate on NATO membership changed after February this year and both have applied for NATO membership. All these developments merit attention. \n  \nThe conference (hybrid mode) will focus on both the internal and external developments in the Nordic countries. This was followed by the introduction to the Conference by Prof Bhaswati Sarkar\, Jean Monnet Chair and Chairperson at the Centre for European Studies. Prof Sarkar highlighted that the need to look at the Nordic countries results as much from their continued strong performances as reflected in the various parameters that measure political\, economic and social developments as from the need to study how these countries are responding to challenges of demographic decline\, immigration\, increasing popularity of right-wing parties. The Russian war on Ukraine has also had inescapable impact on foreign policy of Sweden and Finland with both applying for the NATO membership. Besides this region has now become important in India’s foreign policy calculus as the second Nordic Summit held in 2022 clearly shows. Prof Mikko Ruohonen\, Professor\, Tampere University and Chairperson\, Nordic Centre in India also addressed the Conference\, where he joined Prof Sarkar in highlighting the several aspects of Nordics such as their welfare model\, quality education\, healthcare\, technology\, gender parity\, social trust and environment. At the inaugural H.E. Guðni Bragason\, Ambassador of Iceland to India\, H.E. Hans Jacob Frydenlund\, Ambassador of Norway to India\, Mr. Martin Strandgaard\, Deputy Head of Mission\, Embassy of Denmark\, New Delhi\, Mr. Christian Kamill\, Deputy Head of Mission\, Embassy of Sweden\, New Delhi\, Dr Tito Gronow\, Chargés d’ Affairs a .i.\, Embassy of Finland\, New Delhi  in their  Special Remarks emphasized the socio-cultural links that each of the five countries share as well as their relations of cooperation with India. Growing Nordic-India engagement was also highlighted by Mr. Arun Kumar Sahu\, Joint Secretary\, Central Europe Division\, Ministry of External Affairs\, GoI. H.E. Manjeev Singh Puri\, Former Ambassador to EU\, Belgium\, Luxembourg and Nepal\, with his rich experience as a diplomat in his keynote address talked of how the India-Nordics relations have evolved over the years and how this cooperation can be further strengthened in such areas as education and healthcare\, where India can both learn from the Nordic countries as well as could be a rich source of skilled labour to these countries. He expressed that the focus on the region is timely for it is important that we start looking at Europe moving beyond our fixation with the big three. The Inaugural Session\, which discussed the key developments in recent years in the Nordic countries and their rich ties with India ended with vote of thanks by Ms. Christabel Royan\, Director\, Nordic Centre in India\, setting the stage for presentations and discussions that followed.   \nThis was followed by seven working sessions spanning two days covering varied topics such as foreign policy\, security\, radical-right populism\, climate change\, energy\, impact of Covid-19\, Arctic\, and India-Nordic cooperation. Researchers and faculty members\, both from JNU and Universities in Europe made presentations on these various issues\, ably chaired by faculty members from Centre for European Studies and other Centres of the School of International Studies. The presentations were followed by Question-and-Answer and rich discussions. The Conference also received an overwhelming response from the attendees on both days\, with around eighty registered participants on both days.  \nThe Conference concluded with Prof Sarkar and Ms. Royan’s final remarks where they expressed their gratitude to the participants as well as Chairs of different sessions and emphasized the need to carry forward the ideas for further discussions and the efforts to continue organizing such Conferences\, where scholars and researchers come together for intellectually stimulating discussions on issues dominating the Nordics and Europe at large. Having successfully completed\nthe systemic transition from closed authoritarian socialist systems to open democratic market\neconomies\, all four countries joined the European Union (EU) in 2004. The countries have\nexperienced remarkable economic growth with low unemployment rates. Poland for instance\nwas the only country in Europe to have escaped recession during the 2008 economic crisis\nthat ravaged most economies and is also better placed than most after the pandemic.\nHowever\, since then and particularly over the last decade\, the Visegrád Four (V4) are also in\nfocus for taking positions on many issues that challenge the Union’s view. Democracy\,\nimmigration and asylum\, gender and gay rights are to mention a few. \nIn their external relations\, the Visegrád Four have since 2010/2011 focused beyond Europe\nand the immediate neighbourhood to Asia. V4 leaders like Orbán categorically stated the\nneed to concentrate and develop relations with this part of the world since it has emerged as\nthe pivot of economic growth and development. This shift is of particular interest for us in\nIndia as our foreign policy too is actively seeking new partners and cultivating existing\nbilateral relations. \nExcept for Poland the other three appear at ease with Russia and Putin\, and have championed\nbetter relations with Russia. Though in 2014 they did go along with the EU’s imposition of\nsanctions following Russia’s annexation of Crimea\, but they were also openly critical of the\nsanctions and questioned their efficacy. In this context\, the objective of this webinar was to take stock of the domestic developments of the CEE countries in the three decades since transition and evaluate both their achievements as well as the obstacles faced by them.  \nThe conference was introduced by Prof Bhaswati Sarkar\, Jean Monnet Chair and Chairperson at the Centre for European Studies through her Welcome Address. Dr Erdő Mariann\, Director of Liszt Institute\, Hungarian Cultural Centre\, New Delhi; Mr Roman Masarik\, Minister-Counsellor Charge d’affaires at the Embassy of the Czech Republic in India and Dr Kristína Gondová of the Embassy of the Slovak Republic in New Delhi participated in the event. In her Special Remarks Dr Erdő Mariann\, emphasised the similar cultural\, religious and political backgrounds of the CEE countries and highlighted several aspects of their socio-cultural and economic transformations. Further\, she also focused on Indo-Hungarian relations that have for long been underpinned by strong cultural ties\, a theme which was continued by her Czech counterpart Mr Roman Masarik. With India and the Czech Republic set to celebrate 75 years of diplomatic relations in 2023\, Mr Masarik underlined India’s strong cultural relations with the Czech Republic and called to attention the pivotal role played by the latter in India’s defence sector as well as the increasing trade and tourism between the two countries with promising expansion potential. The final Special Remarks were given by Prof Gulshan Sachdeva\, Jean Monnet Chair and faculty member at the Centre for European Studies. Interestingly\, Prof Sachdeva being a PhD student in Hungary in the early 1990s experienced first-hand some of these changes. Like the previous speakers\, he too highlighted India’s strategic interest in the CEE countries and succinctly summarised the political and economic transformations experienced by this region from the 1990s up to the onset of the pandemic. Two of the major challenges noted by him during this transition are migration and the ageing population. Complementing the Special Remarks\, the Keynote Address was delivered by Prof R.K. Jain\, Jean Monnet Chair and former Professor and Chairperson of the Centre for European Studies. Prof Jain\, with his long standing interest in the region\, traced the history of India’s relations with Central Europe as far back as the 1950s and concluded that the relationship between India and this region had for years been defined by mutual neglect and an information deficit. Nevertheless\, amidst the current political scenario marked by Brexit and China’s Belt and Road Initiative (BRI)\, there is potential for greater engagement between India and Central Europe\, not just in terms of trade but also in other areas like defence and technology sharing since Central European countries have the potential to contribute immensely towards India’s modernisation efforts. The inaugural session\, with its summary of the major developments of the region over three decades\, ended with a vote of thanks by Dr Sakti Prasad Srichandan\, Assistant Professor at the Centre for European Studies and set the perfect tone for the webinar. \nThe Conference was organised into six working sessions spanning two days which delved into an in-depth analysis of issues ranging from religion\, right-wing populism and immigration to energy security\, the rising partnership between India and the Visegrád Group\, cyber security and the impact of Russia’s invasion of Ukraine on the region. It was marked by presentations made by young researchers from diverse academic backgrounds who are at various stages of their careers. Europe has historically been a region of relative stability and prosperity\, yet it faces a dynamic security landscape characterized by internal and external challenges. This roundtable focused on the key dimensions of security and insecurity in Europe\, focusing on political\, economic\, military\, and societal aspects. The speakers from the European Center\, American Center\, and Russian Studies Center highlighted security issues from all three perspectives.  \nEurope’s security landscape is a mosaic shaped by centuries of conflict\, cooperation\, and adaptation to global dynamics. Anchored by multilateral institutions like the European Union (EU) and NATO\, the continent enjoys substantial stability. However\, challenges such as geopolitical rivalries\, internal divisions\, and emerging threats like cyberattacks and climate change create persistent insecurities.  \nThe speakers focused on the dimensions of Security in Europe as Europe’s security architecture heavily relies on multilateral institutions such as NATO which as the primary military alliance\, ensures collective defense and serves as a deterrent against external aggressors. Its Article 5 commitment—where an attack on one is considered an attack on all—reinforces member states’ security. The EU further enhances security through political integration\, economic cooperation\, and initiatives like the Common Security and Defense Policy (CSDP). Mechanisms such as the European Defence Fund promote defense innovation and joint procurement\, and OSCE (Organization for Security and Co-operation in Europe) focuses on conflict prevention\, crisis management\, and post-conflict rehabilitation.  \nThe backdrop of the roundtable was the Russian attack on Ukraine; the speakers focused on how the war has highlighted the vulnerabilities in Europe\, further heightened by hybrid threats like cyberattacks\, disinformation\, and energy supply manipulation. And internally\, the rise of populism and nationalism in countries like Hungary and Poland subverts EU cohesion by challenging democratic norms and collective policies. Furthermore\,  economic vulnerabilities remain stark\, with Europe’s energy dependency on Russia before the Ukraine war highlighting risks\, even as diversification efforts progress. Post-pandemic economic disparities have also fueled social unrest and political instability. Emerging threats like cyberattacks\, climate change\, and unresolved migration crises compound these insecurities\, straining infrastructure\, social systems\, and political unity. Despite these challenges\, Europe has responded with strategies to strengthen defense\, diversify energy sources\, and reinforce democratic resilience. NATO modernization\, the EU’s Strategic Compass\, and renewable energy initiatives with partners like Norway are critical steps forward. Similarly\, cybersecurity frameworks and migration reforms aim to address newer challenges while climate adaptation measures seek long-term stability. The Ukraine war encapsulates Europe’s dual realities of insecurity and resilience\, highlighting the need for credible deterrence\, reduced reliance on authoritarian regimes\, and enhanced multilateral cooperation. By addressing these interconnected challenges through cohesive strategies\, Europe can bolster its security and adaptability in an increasingly uncertain world. \nEurope’s security landscape reflects a complex mix of strengths and vulnerabilities. Geopolitical rivalries\, internal divisions\, and emerging threats demand constant vigilance and require strong institutions\, economic integration\, and crisis resilience to form the bedrock of stability. To address these challenges requires a comprehensive strategy rooted in unity\, adaptability\, and forward-looking policies.
